Maintain and govern the National Vocational Qualifications Framework (NVQF), the five level structure that defines and compares every skill qualification awarded in Pakistan

Operate the national registry of registered institutes, accredited programmes, certified trainers and assessors, and qualified graduates as the single source of verified TVET data

Connect certified graduates to local and overseas employment through labour market information, job placement services and coordination with employers and recruiters

Design and deliver national skills training programmes, including the Prime Minister Youth Skills Development Programme, and build trainer capacity through Training of Trainers

Formulate national TVET policy, strategy and regulation, and advise the Federal Government on skills development aligned to economic and labour market priorities

Engage industry through Sector Skills Councils and employer partnerships to guide standards, expand apprenticeships and keep training demand driven

Monitor and evaluate registered institutes and programmes against the National Quality Framework, with inspections, audits and outcome tracking that drive quality improvement
