The National Vocational and Technical Training Commission (NAVTTC) was established in 2005 under the NAVTTC Act 2005 as the apex body for Technical and Vocational Education and Training (TVET) in Pakistan.
NAVTTC is responsible for formulating policies, strategies, and plans for the development of the TVET sector in Pakistan. It works to align technical and vocational training with international standards and labor market demands.
As the federal regulator for TVET, NAVTTC coordinates with provincial TEVTAs, industry bodies, and international partners to create a skilled workforce that meets both domestic and international employment needs.
Develop competency-based qualifications, national occupational standards and curricula in consultation with industry, so what is taught matches what employers actually hire for
Maintain and govern the National Vocational Qualifications Framework (NVQF), the five level structure that defines and compares every skill qualification awarded in Pakistan
Operate the national registry of registered institutes, accredited programmes, certified trainers and assessors, and qualified graduates as the single source of verified TVET data
Connect certified graduates to local and overseas employment through labour market information, job placement services and coordination with employers and recruiters
Design and deliver national skills training programmes, including the Prime Minister Youth Skills Development Programme, and build trainer capacity through Training of Trainers
Formulate national TVET policy, strategy and regulation, and advise the Federal Government on skills development aligned to economic and labour market priorities
Engage industry through Sector Skills Councils and employer partnerships to guide standards, expand apprenticeships and keep training demand driven
Monitor and evaluate registered institutes and programmes against the National Quality Framework, with inspections, audits and outcome tracking that drive quality improvement
